Intended Audience: Finance officers, finance staff, local government attorneys and other local government professionals
Description:A joint seminar presented by the Illinois Government Finance Officers Association and the Illinois Institute for Local Government Law to review and discuss pertinent legal and regulatory issues affecting local government finance in Illinois.
Learning Objectives:
• Understand changes to the Freedom of Information Act and how they affect local government
• Learn how to avoid common problems with RFQ, RFP, bids, contract provisions, contract oversight, and prevailing wage requirements
• Review actions taken during the 2009 veto session of the Illinois General Assembly
• Examine how to structure furloughs, reorganizations, voluntary reductions, layoffs, early retirements and other staff reductions to avoid legal conundrums down the road
