Program Description: A full day seminar geared at addressing revenue sources available to local governments in Illinois.

     

Who Should Attend : Seminar is geared towards professionals new to government finance and those looking to better understand the revenue options for local government.  No advanced prepartion is required.

  

Learning Objectives:  Participants will

  • Review the primary sources of municipal revenues
  • Discuss and understand the need to balance revenue sources
  • Recognize the difference between a fee vs. a tax
  • Distinguish between home rule and non-home rule levy authority
  • Understand telecommunication taxes and revenue sources
  • Learn how to set fees and charges
  • Learn about special circumstances with special districts
  • Review the management of common revenue sources such as utility taxes, local sales tax, hotel/motel taxes, E-911 surcharge fees, amusement taxes, licenses, food & beverage taxes, and foreign fire insurance taxes
