Program Description: A full day seminar geared at addressing revenue sources available to local governments in Illinois.
Who Should Attend : Seminar is geared towards professionals new to government finance and those looking to better understand the revenue options for local government. No advanced prepartion is required.
Learning Objectives: Participants will
- Review the primary sources of municipal revenues
- Discuss and understand the need to balance revenue sources
- Recognize the difference between a fee vs. a tax
- Distinguish between home rule and non-home rule levy authority
- Understand telecommunication taxes and revenue sources
- Learn how to set fees and charges
- Learn about special circumstances with special districts
- Review the management of common revenue sources such as utility taxes, local sales tax, hotel/motel taxes, E-911 surcharge fees, amusement taxes,
licenses, food & beverage taxes, and
foreign fire insurance taxes
