Intended Audience: Workshop is designed for a broad audience of local government professionals, including managers, assistants, and key department heads. ICMA encourages teams of local government staff to attend. Ideal teams comprise local government staff across disciplines that are responsible for moving your organization from good to great, such as department heads, human resource professionals, and decision makers.

Program Description: The focus of "Rightsizing to Realities" workshops is to assist you with developing strategies to overcome the challenges of managing in fiscally difficult times. These workshops offer creative and effective ways of addressing serious fiscal shortfalls and serious fiscal problems.  At this workshop, you will engage with the ICMA Consulting Services team and get practical advice on how to get through challenging economic times and beyond – with current examples of good fiscal practices.

The Promise of Fiscal Health and Wellness (Prioritization)

The fundamental objectives of this workshop are to help local governments solve their short-term budget problems and develop an approach for attaining long-term financial sustainability. The pursuit of fiscal health and wellness is proven to lead to these objectives. This workshop addresses Practice Groups 10 (Budgeting) & 11 (Financial Analysis).

  • Learn to Solve Current Budget Problem.
  • Diagnose Causes Using 12-Point Fiscal Health Diagnostic. The 12-point fiscal health diagnostic is a self-assessment tool that will help an organization realize where it is vulnerable or at risk of developing financial problems, if it isn't experiencing them already. By using the diagnostic approach, a government can help lead an organization to uncovering the root cause of its "ailments," perform further analytical tests to more specifically diagnose the problems, and then recommend the prescribed treatments for re-establishing fiscal stability.
  • Chart Fiscal Health Using Fiscal Health Model.Learn how to construct a proven scenario-planning tool so that decision makers can not only objectively understand the long-term impacts of their decisions but more important, what impact those decisions have on the entity’s overall fiscal health.

  • Learn to Establish Long-Term Financial Sustainability Using Prioritization of Services as an Objective and as a Process.

    • Learn how to engage elected officials, decision makers, administration, and citizens by using the strategy mapping technique, in a collaborative process designed to clearly identify and define results, while diffusing motivations of some to argue, block, or otherwise deter the process.
    • Learn how to establish a clear “value” for every program, accounting for the objectives of the community, the elected official’s specific platform and policy objectives, citizen interest groups, mandates, and demand for service among other criteria that would influence value.
    • Learn how prioritization puts into context the value and meaning of government’s role, regardless of the fiscal challenges of the organization.
    • Learn how to implement prioritization in your organization.

Asking Your Police and Fire Chief the Right Questions — To Get the Right Answers

Instructor: Leonard A. Matarese, Director of Public Safety Services, ICMA Consulting Services

How many police and firefighters do you really need? How well are your public safety departments performing? Are "officers per 1,000" and "number of calls" really meaningful measures? As a city manager, you have to make policy decisions based on certain information you get from the different departments. The toughest departments to get accurate, measurable information from are the police and fire departments. Police and fire chiefs have their own jargon—and few city managers have training in emergency services management. The key is asking the right questions so that you get the right answers. This workshop addresses Practice Group 3 (Functional and Operational Expertise and Planning).

This workshop shows how to:

  • Establish goals and priorities and know what you need to analyze.
  • Quantify what the workloads are in the police and fire departments—and identify whether personnel is allocated correctly to meet the workload demands.
  • Get the metrics you need from police departments (such as the percentage of police officers’ time actually tied up on calls.
  • Identify the number of firefighters and amount of equipment that is really necessary.
  • Deal with low firefighter utilization.
  • Set measurable goals, identify performance problems, and apply strategies to follow the path of continuous improvement.
