Description: The Director of Finance is responsible to the Executive Director for the oversight and direction of the activities of Finance. Responsible for leading, organizing, providing and maintaining the District's financial reporting systems, financial statements, annual Budget and Appropriation, Tax Levy, general finance and accounting activity. Monitors activities for compliance with applicable rules, laws, and procedures. 

Responsibilities: The Director of Finance is responsible for supervising, planning, and coordinating fiscal and financial operations for the Park District; developing and implementing procedures and technical processes pertaining to accounting systems and making recommendations to the Park District Board or the Executive Director concerning fiscal policies; ensuring the preparation and maintenance of financial records and reports. The Director administers all banking functions, including deposits, wire transfers, and reconciliations for all accounts, as well as all accounting functions, including accounts payable, cash receipts/accounts receivable, inventory, and fixed assets. This position performs long-range financial planning relating to the operation and expansion of facilities; develops the fiscal planning required for the implementation of the five-year capital program; provides financial input to the development and implementation of projects requiring the issuance of bonds.The Director of Finance directs and coordinates the annual budgetary planning process and monitors expenditures to ensure conformance with approved budget. Also responsible for coordinating the annual financial audit, implementing management letter recommendations and any pertinent GASB requirements, and filing accordingly. The Director of Finance produces and publishes the Annual Treasurer's Report and Budget and Appropriation Ordinance, as well as prepares and files the Annual Tax Levy Ordinance and all state and federal reports. Supervises several employees within the Business Office. 

Qualifications: Bachelor's degree (B.A.) from an accredited college or university; with a major in Accounting, Business Administration, Public Administration, or closely related field. Minimum of five years of progressively responsible administrative and management experience in an accounting or finance position. Experience in public sector or parks and recreation is preferred. Knowledge of fund accounting also preferred. Related experience referred to above should include a comprehensive knowledge of general laws and administrative policies governing municipal finance and insurance, including but not limited to, a thorough knowledge of the principles and practices of accounting and budgeting methods, procedures and record keeping. Related professional certification preferred. Knowledge of accounting software (INCODE preferred); database software; inventory/fixed asset software; project management software; and expert knowledge of Microsoft Office (Excel, Word, PowerPoint, and Outlook). 

Hiring Range: $110,000 - $120,000 DOQ 

Classification: Full-time, exempt
