Accountant | Wood Dale Park District

This position is primarily responsible for overseeing, managing and performing a variety of daily accounting and finance tasks and producing routine and requested financial reports and records.  This position also provides financial analysis and support to the Management Team as needed. This position is an hourly non-exempt position and is eligible for full-time employee benefits.   

Position involves regular contact and communication with internal staff and external vendors and contacts, and the ability to interact positively with them is essential to success.

General supervision is provided by the Director of Finance and Administration

Job Functions:

  • Operates and oversees all accounting systems and records including, but not limited to, cash receipts, expenditures, purchasing, inventory, assets and other accounting procedures necessary for the efficient operation of the Park District.
  • Ensures the integrity of the Park District’s finances by assisting in the development and maintenance of financial reporting systems using sound accounting procedures and controls.
  • Keeps the Director of Finance and Administration informed of issues and activities related to accounting systems to ensure effective operations of the Park District.
  • Assists with the annual Audit and the preparation of the annual Treasurer's Report, working cash documents, and all state and federal reports as required and in compliance with the Park District Code.
  • Assists in the preparation of the annual working budget.
  • Prepares and executes appropriate bank transfers to meet expense and investment requirements and maintains and executes subsidiary records and system entries.
  • Records journal entries in the accounting system.
  • Reconciles bank accounts and verifies the bank balances with the general ledger.
  • Reviews financial statements to ensure proper general ledger account coding.
  • Completes reclassifications of funds to the correct general ledger accounts when coding errors are identified.
  • Assists in managing working cash documents and all state and federal reports as required in accordance with the Park District Code.
  • Provides comprehensive financial support and analysis to the Director of Golf Operations.
  • Is the liaison between the Golf and Finance departments to ensure Enterprise Fund information is properly reflected in the financials.
  • Assists in insuring the ActiveNet registration and Golf reservation systems are set up appropriately to provide the necessary information to accurately reflect financial activity.
  • Serves as a consolidated election official for the Park District.
  • Oversees records retention and disposal and maintains compliance with all state and federal records laws and regulations and administers all process and documentation related to the disposal of Park District property.
  • Assists in the preparation of board summaries, financial reports, monthly reports, and periodic and special reports and helps file and maintain department records.
  • Meets mandated publication and filing dates for financial documents, as required.
  • Files monthly sales tax reports with the State of Illinois
  • Compiles and analyzes data to aid in decision-making.
  • Leads and nurtures a work culture that promotes open, frequent and dynamic communication among staff, stimulating teamwork to accomplish desired goals and objectives. 
  • Seeks customer and community input and investigates and acts upon requests, suggestions, and complaints concerning accounting policies and Department of Finance and Administration operations.
  • Establishes and maintains effective lines of communication between Finance and Administration and other Park District staff.
  • Fosters a working environment that promotes safe work habits and practices while actively participating in the agency's risk management program and loss prevention.
  • Provides effective and efficient customer service and promotes and retains responsive community relations.
  • Uses computers, telephones and other office machines to complete work tasks.
  • Attends work regularly, as scheduled.
  • Serves as a backup for payroll processing and other accounting functions in the absence of the Director of Finance and Administration and Finance Clerk.
  • Works with the customer service staff to perform internal audit functions with special emphasis on cash receipts, reports, and controls on all programs and facilities.
  • Completes special projects as assigned.
  • Assists and attends staff and Board meetings, events and programs and serves on committees or task forces as requested.
  • Performs all other duties, as assigned.

Knowledge Of

  • Accounting principles and practices; governmental fund accounting experience preferred.
  • General ledger chart of accounts.
  • Bank and other account reconciliations.
  • Financial reporting.
  • Park District Code and associated laws and regulations.
  • Freedom of Information Act.
  • Budget development and management.

Ability To

Skill In

  • Fund accounting, payroll, recreation registration and golf reservation software; Incode, Paycom, Activenet and Golf Now experience preferred.
  • Excel, Word and Outlook software.
  • Accurate and efficient data entry.

  • Interpersonal skills.
  • Customer service and team oriented.

Necessary Special Requirements

  • Possession of valid driver’s license.
  • First aid and CPR/AED certification, or obtain within 6 months of hire.

Environmental Considerations

May be exposed to elements when driving to meetings or when participating in outdoor activities. Most work tasks are performed indoors in an office setting with fluorescent lighting and controlled temperature.
