DESCRIPTION
The Finance & Human Resources Supervisor manages the day to day accounting, personnel and payroll functions of the District. This position reports to the Superintendent of Finance & Human Resources and supervises the Finance and HR Assistant.
DUTIES AND ESSENTIAL JOB FUNCTIONS
- Overall management of payroll processing for up to 300 employees using Paycom. Maintain personnel information in the payroll system. Process bi-weekly payroll. Prepare employee payroll deductions, including but not limited to pension (IMRF), AFLAC, insurance and garnishments. Other tasks include responding to employment verifications and unemployment claims. Review quarterly and annual state and federal tax returns and unemployment reports. Review the process and assist Paycom in preparing employee W-2 forms. Prepare documents and reports relating to Affordable Care Act Compliance.
- Human Resource functions including but not limited to: maintaining and updating all personnel related forms and reports; manage all personnel files including active and past employees; coordinate hiring procedures to make sure necessary paperwork is complete and timely; background screening process; possess and maintain familiarity with State and Federal Labor Law compliance.
- Accounts Payable functions including but not limited to: receive, process and route invoices and bills to the appropriate staff for coding and approval. Verify proper coding and signatures. Responsible for coding of utility bills and office supplies. Reconcile credit cards. Verify all data entry into the accounts payable software (MSI). Oversee the accounts payable process performed by the Finance Assistant. Problem solving any issues in the AP process. Process 1099 forms annually. Calculate and process monthly state tax filings.
- General Ledger functions including but not limited to: Prepare daily postings, daily reports and deposits for the Front Office (Rectrac) and White Pines Golf Course. Reconcile daily cash receipts. Monthly analyze general ledger accounts.
- Budget functions include preparing budget numbers for various District accounts as well as inputting new budget figures into the accounting software (MSI).
- Maintains office supply inventory. Orders all office supplies for the District.
- Yearly file for records disposal with the State. Maintains Finance Records Room.
QUALIFICATIONS
A Bachelor’s degree in business administration or accounting is preferred and a minimum of two years experience in accounting, finance, HR or payroll. Prefer individual with working knowledge of Park District operations and familiarity with payroll, accounting and financial systems (Paycom, MSI and Vermont Systems). Candidate must have the ability to maintain confidentiality and meet schedule deadlines; possess excellent time management skills; have strong attention to detail; accurate data entry; ability to multi-task under time constraints. Proficient in Microsoft Excel and Word.

SALARY: +/- $60,000 DOQHOURS: 8am-4pm M-F
