Assistant Finance Director | Village of Bolingbrook

DEFINITION:       Under administrative direction of the Finance Director and performs complex accounting and financial tasks involving the operation and control of the Village’s financial matters.

The work of this class requires professional level accounting work in the maintenance of financial accounting and reporting systems.  Assist with the annual audit process, ensures compliance for grant accounting in accordance with OMB Circular A-133, and participates in special projects as assigned.  Residency required as per Village Ordinance 01-024.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Supervising, directs, and assists the Finance Department staff in the areas of accounting, auditing, purchasing and contracting, cash receipts, payroll administration, debt issuance, tax levy preparation, fixed assets, accounts receivable, accounts payable, inventories, grant reporting, and all other financial transactions.
  • Assists and directs the Finance Department staff in the areas of human resources, insurance administration, risk management, front counter services and administrative services including mail processing and document reproduction.
  • Assist the Finance Director with the preparation of historical revenue data and projects and monitors cash flows.
  • Assist the Finance Director with the development of procedures used in formulating the annual budget, including revenues and expenditures.  Assists Department Heads with budget proposals.
  • Assist the Finance Director with reviewing expenditures requests.  Analyses historical expenditure data and fixed asset requirement.
  • Attends meetings of the Village Board, Finance Committee and Pension Boards as needed.
  • Attends and participates in various Village events and functions.
  • Interacts with other Department Heads, Mayor and Village Trustees.
  • Performs other duties as required or assigned.

 

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

  • Proficient with Microsoft Office
  • Municipal Accounting software, such as MUNIS
  • Understand, interpret and apply applicable Federal and State statures, local ordinances, and Village rules and policies
  • Understand and respond quickly and accurately to written and oral directions, instructions, inquiries and request
    • Work independently and effectively within the confines of standard operating procedures
    • Express oneself clearly and concisely, orally and writing
    • Maintain confidentially in the performance of duties
    • Pays close attention to detail
    • Accept constructively criticism in a mature fashion
    •  Effectively communicate and interact positively with fellow employees and citizens
    • Tolerate and function effectively under stress

    EDUCATION AND EXPERIENCE:

    • Bachelor’s degree in Accounting, Finance, Business Administration or related field.  CPA and/or Master’s degree in Accounting, Finance, Business Administration or related field preferred
    • Three years’ experience in municipal finances or related field
    • Thorough knowledge of the rules and regulations governing municipal accounting, budgetary planning and control and financial reporting
    • Thorough knowledge of the principles and practices of public finance administration, including accounting, budgeting, collection, investments, and purchasing
    • Thorough knowledge of the principles and practices of human resources, benefits administration, payroll administration, liability and workers compensation insurance administration, and risk management
    • Thorough knowledge of Tax Increment Financing and Special Service Areas
    • Extensive knowledge of supervisory practices and techniques

     

    SPECIAL REQUIREMENTS:

    Residency within the corporate boundaries of the Village within 1 year of hire.  The position involves regular and irregular shift work.  Work shifts are normally eight-hour days Monday – Friday, but may be extended due to unexpected workloads or meeting unusual or unplanned schedules.

     

    Salary expectations will be determined based on qualifications
