GENERAL PURPOSE

This position is responsible for the use of efficient planning, budgeting, auditing, reporting, accounting, and other fiscal management procedures in all city departments, commissions, and boards. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides policy advice to the City Manager and the City Council; drafts ordinances; attends City Council meetings, staff meetings, and related conferences.
  • Works with the Finance Director in order to establish the city budget; directs activities toward the fulfillment of established goals and objectives; confers with and advises department heads regarding the use of efficient planning, budgeting, auditing, reporting, accounting, and other fiscal management procedures.
  • Develops general procedures and operational planning for the effective operation of the city and its departments.
  • Works with the department heads to develop cost of maintenance and depreciation projections for any buildings and/or grounds owned, partially owned or operated by the City of Joliet.
  • Creates and maintains one, five, ten and twenty year capital maintenance plans for buildings and/or grounds owned, partially owned or operated by the City of Joliet.
  • Works with the Finance Director to develop labor and benefit cost projections, including pension liability, and maintains current projections for five and ten years.
  • Establishes and maintains procedures which ensure that no expenditures are made by the city, city departments, commissions, or boards, except as authorized by the annual budget.
  • Develops written policies and procedures to be adopted by City Council resolution for the efficient management of the city’s financial systems.
  • Assists the Finance Director with cash management that includes investing the city’s funds in accordance with the city’s Investment Policy.
  • Assists the Finance Director by performing analysis and reports of the city’s accounts, activities and funds.
  • Assists the Finance Director by developing cash flow analysis and projections of the city’s enterprise funds.
  • Assists in long range financial planning.
  • Develops policies & procedures as needed.
  • Assists the Finance Director by developing cash flow analysis and projections and performing analysis and reports for buildings and/or grounds owned or partially owned by the City of Joliet and rented, operated, managed or otherwise utilized by third parties.
  • Develops budget to actual reports to guide departments in keeping within budget parameters and recommends to the City Manager and City Council amendments to the budget when appropriate.
  • Monitors change orders to City contracts in order to detect waste, fraud, and abuse.
  • Performs other related duties as required.

MINIMUM QUALIFICATIONS

Formal Education

  • Masters preferred in Business Administration, Organizational Development or other related field; or bachelor’s degree in a related field and equivalent years of experience.
  • Preferred Certified Public Accountant.

Knowledge and Experience

  • A minimum of five years in a senior level or executive leadership role.
  • Well-developed business acumen.
  • Demonstrated experience implementing organization-wide change.
  • Extensive experience with talent and leadership management.
  • Clear understanding of employment laws and regulatory systems and requirements.
  • Effective team building skills.
  • Basic knowledge of City government structure, procedures, and services as well as the municipal codes.
  • Proven tracked record of building and maintaining relationships.
  • Highly proficient in the Microsoft Office Suite programs (including Word, Excel, and PowerPoint).

SPECIAL REQUIREMENTS

Valid State of Illinois Class D driver’s license.
