The Village of Manhattan, Illinois, estimated population 9,000, is a full-service community located southwest of Chicago adjacent to New Lenox and Joliet, seeks a talented and experienced professional to serve as the Village’s Finance Director.  The current head of the Finance Department is retiring from the Village. 

 The Village of Manhattan was incorporated in 1886 and became a home-rule municipality by ways of a referendum held on November 5, 1996. The Village operates under the Village President-Trustee form of government. The Village President and six trustees are elected at large.  The Village serves an area of approximately six square miles located in Will County, Illinois, approximately 3 miles southeast of the City of Joliet.  

 Located within minutes of I-55, I-80, I-57 and the southern terminus of I-355, the Village of Manhattan is easily accessible to the entire Chicagoland region.  The Village continues to strive for aesthetic, high-quality residential and commercial development.  The Village was one of the fastest growing communities in Will County during the last decade and has resumed residential growth in the past few years.

 Day to day operations are led by a Village Administrator and supported by the Police Chief, Development Director, Public Works Superintendent, and Finance Director.  The Village has a full time equivalent of 35 employees. 

Finance Department

The Finance Director is responsible for the Village’s Finance Department.   The Finance Department is responsible for safekeeping the Village’s finances.  More specifically, the department receipts revenues, processes payment of invoices and payroll, invest village funds, facilitate issuance of debt, and provide financial consulting to all Village departments.  All the above-mentioned functions are completed in compliance to all applicable laws and policies.  The Village’s Finance Department includes a full time Finance Director, Finance Clerk, and Utility Billing Clerk.   The Finance Director also serves as the Village’s office manager.    

 Candidates for the Village ‘s Finance Director position must have:

  • Five years of experience as a financial professional in a municipal setting.
  • Bachelor’s degree in accounting, finance, or related field. 
  • Excellent communication skills and experience presenting ideas, information, and concepts to elected officials, staff, and community. 
  • Skills in financial analysis and ability to evaluate financial statements and provide recommendations for improvement. 
  • Management experience that promote the team atmosphere and professional development of staff.
  • Experience in budget preparation including long range financial planning, debt issuance, cash management.
