Legislative Update - HB4305

On November 10, 2015, the Illinois House of Representatives passed HB4305, which authorizes the State to release specific funds ( (Motor Fuel Tax, video gaming fees, casino fees, 9-1-1 service fees) to local governments. The bill also addresses the distribution of Illinois lottery winnings. The bill was passed with overwhelming bipartisan support (115 yea - 1 nay - 1 present.)

The Illinois Municipal League (IML) worked closely with the bill’s primary sponsor, Rep. Marty Moylan (D-55, Des Plaines), on this legislation. House Republican Leader Jim Durkin (R-82, Western Springs) encouraged the bipartisan support during his floor comments, and Governor Rauner indicated his support in various statements throughout the day.

The bill now moves to the Illinois Senate. The Senate must act on this bill before any funds are released. However, the House vote was a critical first-step.
