Supplemental Information: Governor's State of the State Address and SFY 2022 State Budget Address

As you know, Governor JB Pritzker delivered his joint State of the State Address and State Fiscal Year (SFY) 2022 Budget Address. The Illinois Municipal League’s (IML) memo, which was sent shortly after the Governor concluded his speech, highlights the SFY 2022 budget proposal’s impact on local governments and is available via this link.

As a part of his budget proposal, the Governor is recommending to close or modify various tax loopholes to help eliminate the state’s budget deficit. These proposals could also increase the amount of state-shared tax revenue being distributed to local governments.

On a conference call with the Governor’s Office on February 17, 2021, IML requested a detailed breakdown of the impacts of the various proposals on local governments. Specific to the proposed changes to existing tax loopholes, the Governor’s Office has shared a summary document outlining each issue, which is available via this link.
