TIF District Compliance Workshop

Speakers: Paul Ostrosky, Economic Development & Financial Analyst & Nicolas P. Nelson, Associate Attorney of Jacob & Klein, Ltd.

  • TIF Project Compliance - Learn about what types of project costs are TIF-eligible expenses and effective ways to document such TIF eligible costs to maintain compliance with the TIF Act and TIF Redevelopment Agreements.
  • State Reporting Compliance - Learn about State Comptroller Annual Reporting requirements and 10-year TIF status reports, including information included in each report, the process for filing with the State, the corresponding deadlines/extensions and information to be tracked annually within each TIF District.
  • TIF Extension Process - Learn about the Legislative process to extend the term of a TIF District.
  • TIF Termination Process - Learn about the process to terminate a TIF District, including how municipalities can administer funds remaining in the TIF Account."

Learning Objectives - Participants completing this session will be able to:

  1. Understand the types of TIF Eligible Project Costs and how to properly verify such costs for TIF projects
  2. Understand requirements of the State Comptroller Annual Reports.
  3. Understand how to terminate a TIF District and the process for doing so.

Speaker Bio: 
Paul Ostrosky, Economic Development & Financial Analyst
Paul Ostrosky is an Economic Development & Financial Analyst for The Economic Development Group, Ltd. Mr. Ostrosky is responsible for the preparation of TIF Annual Report documentation, conducting Annual TIF Joint Review Board Meetings, and assisting the Comptroller with data collection, analysis, and preparation of TIF Annual Reports. Paul prepares projections for new proposed TIF Redevelopment Projects, conducts field surveys of qualifying characteristics, and assists with the preparation of TIF Redevelopment Plans. Mr. Ostrosky received his Bachelor of Science in Business degree in Economic Consulting from Indiana University in May 2011. He later received a second and third Bachelor of Science degrees in Finance and Insurance from Illinois State University in December 2012.

Nicolas P. Nelson, Associate Attorney of Jacob & Klein, Ltd.
Mr. Nelson joined Jacob & Klein in December 2013 after working as an attorney at another private law firm. He focuses primarily on Tax Increment Financing and Real Estate Law. His primary focus is the preparation and analysis of TIF-related intergovernmental agreements and private redevelopment agreements. Mr. Nelson has extensive knowledge of a variety of complex activities relating to real estate, including sales and acquisitions, title, land use, development, leasing, finance, joint ventures, restructuring and workouts. Mr. Nelson received his undergraduate degree from Millikin University and his Juris Doctor with honors from Northern Illinois University College of Law. Nic is admitted in the Northern and Central Federal District Courts and is a member of the Illinois State Bar Association as well as the McLean County Bar Association.

Registration & Cancellation Policy

Payments by check should be mailed in advance or made at time of registration by credit card. 

Cancellation of an event registration is subject to the following policy:
• No refunds will be given for cancellations the day of the event and no shows.
• For IGFOA event registration cancellations five (5) business days or more prior to an event, refunds will be offset by a $50 cancellation fee. 
• For IGFOA event registration cancellations within five (5) business days of the training, refunds will be offset by a cancellation fee of 50% of the registration fee.
• A substitute attendee may be designated provided that the payment has been made and the IGFOA office has been notified in advance.
• Cancellation policy for chapter events may differ from this policy at the chapters’ discretion. 
• A written request for a refund must be emailed to the IGFOA prior to the event.

By submitting this registration, the applicant agrees to the registration and cancellation policy above.

IGFOA reserves the right to modify the agenda and/or speakers, cancel the training due to low enrollment, or to close registration if full. Should IGFOA cancel an event, cancellation notice will be sent to the email address provided by each registrant and prominently posted at the IGFOA website page announcing the event.
