The Illinois Department of Financial and Professional Regulation (IDFPR) is seeking a Chief Financial Officer to lead our financial office. Subject to management approval, this position directs and coordinates the statewide Fiscal Operations program for the Department. Plans, directs, organizes, evaluates, and formulates policies and procedures for the administration and implementation of statewide fiscal management functions, including Budget/Financial Reporting, Accounts Payable, and Accounts Receivable. Serves as full line supervisor. Travels to various internal and external meetings. This position is based in Springfield.

Job Responsibilities:

  • Develops and implements statewide policies and procedures for the administration of the statewide Fiscal Operations program for the Department.
  • Serves as official spokesperson representing Department leadership in intra- and inter-agency meetings involving high level policy and administrative decisions and often of a sensitive and confidential nature, possessing significant independent authority to bind the Department to courses of action.
  • Serves as consultant to Department leadership, often of a sensitive and confidential nature regarding all fiscal-related matters, policies, and procedures.
  • Develops goals and objectives for programs consistent with the Department’s mission.
  • Directs all activities (through subordinate staff) involved in fiscal management for the Department and their respective support service programs, and serves as full line supervisor.
  • Formulates, coordinates, and implements budget.
  • Directs and oversees the presentation of all fiscal management programs legislation.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications:

  • Requires knowledge, skill, and mental development equivalent to completion of a Master's degree in business administration or accounting.
  • Requires three years of administrative experience in business administration, public or private accounting, auditing or financial field.

Preferred Qualifications:

  • At least five years of experience as a Chief Financial Officer or lead financial officer for an agency or organization.
  • At least ten years of experience in a financial field such as accounting or auditing.
  • At least five years of experience as a supervisor of a staff of five or more.
  • Licensure as a Certified Public Accountant or Registered Public Accountant.
