The City of Pekin is seeking a Finance Director to join our team.

The Finance Director will direct and administer the city budget, manage the members of the Finance department and oversee all financial functions. This position will also prepare and present monthly, quarterly, and annual reports to the Council on City’s Financial condition including a ACFR in coordination with the City’s auditor.

TRAINING AND EXPERIENCE REQUIRED:

Bachelor’s degree in finance or accounting, six to nine years of progressively responsible municipal finance experience including budget development, financial analysis and policy development, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Experience managing professional staff.

KNOWLEDGE AND SKILLS REQUIRED:

Ability to decide the time, place, and sequence of operations within an organizational framework, and to oversee their execution.

Ability to analyze and categorize data and information using established criteria, to determine consequences and identify and select alternatives.

Ability to manage and direct a group of workers, including the ability to provide counseling and mediation. Ability to persuade, convince and train others. Ability to advise and interpret regarding the application of policies, procedures, and standards to specific situations.

Ability to utilize consulting and advisory data and information such as legal briefs, economic analysis, organizational analysis, budgets, expenditure reports, accounts payable, audit reports, financial statements, accounting principles and practices, computer software operating manuals, government accounting and financial reporting manual.

Ability to communicate orally and in writing with City elected officials, business representatives, news media representatives, attorneys, auditors, developers, and the public.

Ability to use functional reasoning in performing synthesis and influence functions such as leading, controlling, managing and supervising.

Ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.

Strong skills in the use of Excel and other Microsoft Office products, as well as ability to learn and use an ERP system.

SALARY:

$94,351 – $122,101 exempt DOQ
