The Village of Orland Park, a dynamic, progressive community seeks a Accountant who, under general direction, can perform work of considerable difficulty in assisting the Finance Director and Assistant Finance Director with analysis of the Village’s financial functions.
The Village Orland Park is a premier community located 30 miles southwest of Chicago’s Loop with a residential population of nearly 60,000, and is the commercial and retail hub of the Chicago south suburban region. Orland Park continues its wave of growth and prosperity from a historic, rural community to a dynamic corporate and commercial center. The Accountant position is responsible for applying principles of accounting in order to prepare and analyze financial information and perform a variety of standard and complex technical accounting, finance, and administrative assignments. The duties and responsibilities listed below may not be inclusive; the listed items are only meant to provide a general idea of the functional responsibilities of the Accountant position. This is a collectively bargained position with IOUE bargaining unit.
This position serves as the primary accountant for the Village, including monthly bank reconciliations of all accounts, preparing journal entries, and ensuring all bank transactions are recorded in the general ledger and vice versa. In addition, this position serves as one of the primary point persons for the annual audit, working with the auditors to provide needed information. This position also assists the Finance Director and Assistant Finance Director with the annual budget preparation; grant administration and completing special projects as assigned. In addition, this position prepares monthly financial reports for the Village and various Commissions and Component Units.
The Accountant prepares reports as requested and adjusts entries as needed, and performs Village-wide internal audits on an as needed basis. Other responsibilities include assisting in the development of the financial policies and procedures manual, providing back up support to other finance positions as needed, and tracking and processing bond payments to ensure correct and timely payment.
Key Responsibilities
- Assist Finance Director and Assistant Finance Director with special projects as assigned.
- Assist Finance Director and Assistant Finance Director with budget report preparation.
- One of the point persons for the annual audit, working with auditors to compile necessary information.
- Closes the month and distributes computer generated reports to the required individuals.
- Prepares bank reconciliation for all bank accounts and credit card accounts.
- Prepares journal entries for various transactions (to be approved by others) to ensure accurate general ledger
- Performs banking procedures relating to on line banking such as positive pay, stop payments, and ACH payments.
- Protects the integrity of the organization reporting process by producing and maintaining correct and up-to-date financial statements and data.
- Prepares timely and error-free documentation that gives evidence of the organization or company’s financial standing.
- Prepares monthly collateral reports for approval by the Finance Director.
- Prepares rebates in regard to sales tax and property tax per individual contractual agreements.
- Responsible for administering purchasing card program which includes issuing cards, modifying credit limits, and monthly reconciliation.
- Prepare monthly and quarterly reports for the Village’s special events, Stellwagen Fund, Veteran’s Commission, permit fees and various road projects.
- Analyze general ledger accounts on a monthly basis and prepare reports as requested and adjusting entries as needed.
- Perform Village-wide internal audits on an as needed basis.
- Assist in the development of a financial policies and procedures manual.
- Provide back up support to other Finance positions as needed.
- Perform other tasks as assigned or as needed.
Qualifications, Knowledge, Skills
EDUCATION AND EXPERIENCE
- Bachelor’s degree in Accounting or Finance is required.
- Three years of municipal finance/accounting experience is preferred. Strong computer skills including Microsoft Excel proficiency is necessary.
- OR any combination of education, experience, and training that provides the requisite knowledge, skills, and abilities listed above.
LICENSES AND CERTIFICATIONS
- CPA certificate or license preferred.
KNOWLEDGE (of):
- Generally accepted accounting principles
SKILLS:
- Strong organizational skills.
ABILITY (to):
- The ability to calculate basic and complex figures and amounts using addition, subtraction, multiplication, and division is necessary. The ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations is also desired.
- Strong analytical abilities are required. Ability to maintain confidential information and work as a team with department members is required.
- The ability to prioritize work and meet deadlines is required.
Compensation & Benefits
This is a non-exempt, hourly rate position. The salary range for this position $59,448 through $83,227 depending on qualifications. The Village of Orland Park offers a comprehensive employee benefits program which includes medical (provided through IUOE union), dental, vision, life insurance, and an employee wellness program. Retirement benefits through the Illinois Municipal Retirement Fund (IMRF) are provided along with the option to participate in a Nationwide 457(b) plan.
