The Village of Orland Park currently seeks a highly motivated, mature, responsible, and detail-oriented professional to join the Finance Department in the role of Budget Manager. This position performs professional level functions related to the Village’s budget policies and provides support to the procurement processes. The Budget Manager is responsible for the planning, coordination, analysis, and oversight of the municipality's budgeting processes and procurement activities. This dual-role position ensures the fiscal responsibility of public funds through effective budget development, monitoring, and strategic procurement planning. The role works closely with department heads, vendors, and auditors to ensure compliance with all applicable laws, regulations, and internal policies.
The general functional responsibility of this important position consists of the ensuing components.
Overall Budget Management
The Budget Manager will develop and manage the annual municipal operating and capital budgets; analyze financial data, revenue projections, and expenditure trends; prepare multi-year financial forecasts and fiscal impact analysis; monitor budget performance and recommend adjustments throughout the fiscal year; prepare budget documents and presentations for Village Board, public hearings, and internal stakeholders; coordinate with departments to ensure alignment of budgetary goals with strategic initiatives and ensure compliance with governmental accounting standards and budgetary laws.
Procurement Support
Serve as backup support to the procurement process, including competitive bidding, RFPs, RFQs, contract negotiations, and vendor selection; assist with the development of procurement policies, procedures, and internal controls to ensure transparency and compliance; ensure compliance with federal, state, and local procurement laws and grant funding requirements; and assist departments in developing specifications and scopes of work for goods and services.
Grants Management
Assist department directors, or their designee, with compiling information required for grant application and reporting, in addition to other duties that may be assigned.
The ideal candidate will be able to read, analyze and interpret federal, state and local legislation, regulations and contracts. Additionally, this individual will have the capacity to remain organized under pressure, respond to complex inquiries and/or complaints from elected/appointed officials, developers, attorneys, business community members and residents, and write reports and effectively present information to upper management, employees and the public.
A bachelor’s or master’s degree in accounting, finance, Business Administration, Political Science, Public Administration or related field is required. A minimum of five (5) years of directly related municipal experience is highly desired; less than 5 years of experience may be acceptable in conjunction with a strong business management/financial/contract background outside of municipal government. Prior contract administration and risk management experience is also necessary, along with the ability to work effectively with department directors and managers, engineers, contractors, attorneys, vendors, residents, etc.
Knowledge of municipal budgeting practices, fund accounting, and procurement laws is necessary. Strong organizational skills, and the ability to prioritize work and meet deadlines are required.
The annual salary range for this position is $84,431 – 118,203 depending on qualifications.
