DIRECTOR OF FINANCE

Elk Grove Village, Illinois, (pop. 33,127), a strategically located, progressive community that is home to the largest consolidated business park in North America, is seeking a dynamic, innovative and strategic Director of Finance who is passionate about people management. Elk Grove Village is located in Cook and DuPage Counties adjacent to O’Hare International Airport and is home to approximately 5,600 businesses, located in its 5.4 square mile Business Park.

The Finance Department is responsible for the fiscal oversight and financial management of the Village. From long-term financial planning and budgeting to day-to-day accounting, payroll, and purchasing, the department provides the fiscal leadership that safeguards the Village’s strong financial position, keeps services running effectively, and maintains compliance with state and federal requirements. Key responsibilities of the Finance Department include cash management and investments, risk management, budgeting, revenue collection, utility billing, business licensing, and disbursement of funds.

Reporting to the Village Manager, the Director of Finance leads an office consisting of fifteen staff organized into three divisions: Administration, Accounting, and Accounts Receivable/Utility Billing. As a key member of the executive leadership team, the Director of Finance oversees the Finance Department's strategic plan, data analysis, procurement, risk management, and policy development. This position is responsible for ensuring that Village resources are managed with integrity, transparency, and in compliance with state and federal regulations, as well as providing uninterrupted financial support to all departments.

KEY ESSENTIAL FUNCTIONS:

• Collaborating with the Village Manager, Executive Team, and Village Board to develop, manage, and continuously improve the Village's long-term financial plan to ensure sustainability, reliability, transparency and equitable service delivery.

• Planning long and short-term goals and objectives for the Department, and providing overall guidance, direction, and supervision to Department personnel and direct reports to ensure their successful achievement.

• Directing and evaluating the performance of senior staff, overseeing the evaluation process for all department employees, and making recommendations on hiring, promotions, disciplinary actions, and professional development.

• Leading the Village's financial operations by guiding planning, analysis, budgeting, and reporting. Providing data, analysis, and recommendations to the Village Manager and Village Board, ensuring informed decision-making on financial matters.

• Preparing financial forecasts, revenue projections, and year-end balance estimates to guide fiscal policy. Anticipating risks and emerging trends and preparing the organization to meet future challenges.

• Recommending improvements to the Village's administrative and financial internal control systems and procedures to ensure audit compliance.

• Managing the preparation of the annual budget, including coordination of the review, approval, and public hearing process. Assisting the Village Manager in monitoring the Village's performance of its annual budget.

• Preparing the annual property tax levy, managing debt, and overseeing bond issuances.

• Overseeing the maintenance of accurate records and ensuring Village resources are managed and allocated according to Board decisions, legal requirements, GAAP and GASB accounting rules and regulations, and service delivery goals. Ensuring compliance with local, state, and federal regulations related to finance, including payroll taxes, pension fund management, and TIF financial management and reporting.

• Managing the Village’s insurance program and self-insured workers’ compensation system. Coordinating coverage reviews, OSHA reporting, and legal claims with attorneys and insurers to minimize liability and exposure.

• Serving as Treasurer to the Village, Elk Grove Village Public Library, Police and Fire Pension Funds, and Foreign Fire Insurance Board, as well as to Northwest Suburban Municipal Joint Action Water Agency (JAWA). Serving as liaison to the High-Level Excess Liability Pool (HELP), administrator for TIF Districts, and authorized agent for the Illinois Municipal Retirement Fund (IMRF).

• Attending Village Board meetings, and committee meetings as needed, to provide financial expertise and technical guidance. Acting as a key resource to the Village Manager and department heads in addressing financial challenges and opportunities.

MINIMUM QUALIFICATIONS

Bachelor’s degree from an accredited college or university in accounting, finance, business or public administration, or related field is required; a Master’s degree is preferred. Minimum of five (5) years of progressively responsible experience in local government and financial management experience, with at least 3 years in a supervisory capacity, is required. Certified Public Finance Officer (CPFO) preferred.

SALARY RANGE: $155,593 to $211,163

HOURS OF WORK: 37.5 hours/week, Monday – Friday, 8:30 a.m. to 5:00 p.m.

ON-SITE POSITION: This is an in-person role with no remote work options.

OPENING DATE: October 9, 2025
