Under the supervision and guidance of the library director, the finance manager is responsible for managing the library’s accounting and financial operations, including the development and maintenance of internal controls and procedures for the Business Office.
This position supervises the payroll, purchasing, accounts payable, and cash receipts functions. It also projects the library’s financial position and develops short-term and long-term financial plans. Additionally, the finance manager prepares monthly financial reports, monitors revenues, expenditures, and fund balances, and manages year-end closing, ensuring completion of annual audits, and assisting with the development of the annual budget.
Selected Responsibilities:
- Oversee and manage finances for the library including: purchasing, accounts payable, accounts receivable, general ledger, bank reconciliation, credit card accounts, investment accounts, and any debt and tax payments.
- Process bi-weekly payroll, maintain payroll system, and report wages to Illinois Municipal Retirement system.
- Prepare monthly and year-end financial and payroll statements, including transactions, reconciliations, and reports.
- Verify, allocate, and post details of business transactions to appropriate funds and accounts; reconcile and balance funds and accounts.
- Manage all cash-related activities including cash intake, petty cash, bank reconciliations, cash receipts, and deposit transactions; keeps journal of transactions and other account records.
- Coordinate and prepare the annual operating budget and tax levy with the library director.
- Generate financial statements and financial analyses for the library’s Board of Trustees and attend monthly Board meetings and additional meetings as needed.
- Coordinate annual financial audit conducted by independent auditors, including preparation of requested financial reports and documentation in an organized manner. Reviews draft of the completed audit for discrepancies. Posts adjusting entries if required and closes the fiscal year.
- Responsible for interviewing, hiring, training, supervising, and evaluating Business Office staff
Selected Requirements:
- Bachelor's degree in accounting, finance, or related field
- Five or more years of successful work experience in the accounting and finance field with direct responsibility for budgets, payroll, cash management, and other related activities
- Proficiency with Sage 50 or similar accounting software, and experience with Paylocity or similar payroll system
- Knowledge of and ability to maintain current GASB (Governmental Accounting Standards Board) regulations
- Ability to handle confidential/sensitive information with discretion, tact, and diplomacy
- Excellent judgment regarding financial matters, and the ability to perform mathematical functions with a high degree of accuracy.
