In support of this mission, the Financial Reporting Manager (one of 2 in this position) oversees preparation of the annual audited GAAP and periodic Trust Indenture basis financial statements, assists the Chief Accountants and counterpart Financial Reporting Manager to ensure the accuracy and timeliness of General Accounting activities, maintains an adequate system of internal control over all relevant accounting and processes, assists the Chief Accountants and Controller in responding to internal and external audit requests, stays abreast of accounting standard pronouncements and implements new standards when required, works with other departments to obtain necessary information to produce accurate financial statements, , and assists the Controller with special projects.

Position Responsibilities

  • Participates in the design, development, documentation and continuous improvement of the financial reporting processes within the General Accounting division, which result in preparation of the annual GAAP financial statement, Annual Comprehensive Financial Report (ACFR) and periodic Trust Indenture statements.
  • Works with Tollway personnel to produce the Tollway’s periodic GAAP financial statement and annual ACFR. 
  • Maintains and updates procedures manuals for the General Accounting division.
  • Develops processes to comply with the Illinois Statewide Accounting Management System (SAMS) accounting system and to meet evolving GAAP accounting requirements by researching Government Accounting Standards Board (GASB) pronouncements and SAMS procedures to understand how they should be implemented into the Tollway’s financial reporting process. 
  • Develops accounting and reconciliation procedures for new initiatives implemented by the Tollway. Train staff to perform the new procedures. 
  • Coordinates with General Accounting managers and counterpart Financial Reporting Manager to continuously improve the timeliness of the monthly accounting close and the accuracy of general ledger account balances. 
  • Stakeholder in development of new and ongoing Tollway initiatives.
  • Consults with and provides information requested from other departments pertaining to accounting and financial information.
  • Assist in responding to external and internal audit requests. 
  • Assist the Controller and counterpart Financial Reporting Manager with ad hoc special projects

 Qualifications:

Education (Required)

  • Undergraduate degree in a business discipline (Finance, Accounting, Business Management or Business Administration)

Skills and Experience (Required)

  • Minimum of 2 years supervisory experience
  • Minimum of 5 years of GAAP accounting experience
  • Experience with preparation of GAAP-based financial statements.
  • Experience with business process improvement.
  • Excellent technical, analytical, communication and interpersonal skills.

Skills and Experience (Preferred)

  • CPA accreditation.
  • Master’s degree.
  • Experience with governmental accounting.
  • Experience with capital asset and debt accounting.
  • Knowledge of the State of Illinois’ SAMS system.
  • Previous experience with an ERP system.
