Purchasing Supervisor (Finance) with an online application deadline of 04/10/2022.

STARTING SALARY RANGE:  $67,672.00 - $82,899.00 annually dependent on qualifications. The salary range for this position is $67,672.00 - $98,127.00

JOB SUMMARY:

This position assists with the formulation of policies and operating procedures related to the purchasing activities for the village; manages the activities of the Purchasing division including purchasing, accounts payable, fixed asset accounting, and other commodity contracts; and provides a continuous point of contact with department representatives. Responsible for training staff in purchasing and procurement policies and procedures, integrated ERP system, and cash disbursement programs.

JOB DUTIES:

1.    Oversees, evaluates, and assists with the activities from “purchase to pay”, for the procurement of supplies, equipment, and contractual services for the entire village. This includes making recommendations and taking action when needed. 
2.    Supervises the Purchasing division employees.  Serves as back-up to division employees during vacancies.  This includes interviewing, completing performance appraisals, and recommending personal actions when needed. 
3.    Manages the centralized purchasing function of the village in compliance with legal requirements, such as prevailing wage, Board policies, departmental procedures, and recognized best practices.  Audits, reviews, and approves all requisitions within budget limits and in accordance with established procedures.  
4.    Oversees the competitive purchasing process which includes public bids and Requests for Proposals (RFP) for high dollar value contracts and in compliance with village policy and State statutes.
5.    Coordinates the processing of purchase orders, change orders and other documents.  Collaborates and communicates with other departments and department management when exceptions to purchasing policies are requested.
6.    Assists with the development of the annual budget for the purchasing division.
7.    Reviews, drafts, recommends, and implements approved changes to purchasing processes and procedures. 
8.    Assists in reviewing agenda items that require an expenditure of funds that are intended for presentation to Village Trustees.
9.    Attends meetings with other village staff as required or requested by supervisors.
10.    Performs other duties as assigned.

Reports and recommends changes in purchasing policies to Director of Finance.  Monitors expenditures to affirm the departments do not exceed the budget. Assist in annual financial audit by preparing assigned reports or providing documentation as directed.

 

QUALIFICATIONS:
1.    Bachelor’s degree in Business Administration or closely related field.
2.    A minimum of three years of experience in accounts payable and competitive procurement activities.
3.    A minimum of three years of supervisory experience coordinating a range of activities undertaken by others that involve directing, monitoring, and evaluating performance of staff.
4.    Proficiency with current computer software systems, including email, calendar programs, job specific software, and customer service systems preferred or within the first six months of employment.

Working knowledge of accounting principles as applied to the maintenance of procurement records. Working knowledge of online purchasing and bidding software.  Ability to develop effective and cooperative working relationships with other departments, employees, suppliers, and other public agencies. Ability to effectively communicate orally and in writing, including the ability to convey complex and technical subjects in a clear, concise and positive manner. Ability to organize, plan, and direct a centralized procurement program.

 

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
1.    This position works in a typical office setting.
2.    Prolonged periods of concentration, proofreading, and extensive computer work.
