Salary Range:
Grade 16 (Grade minimum: $83,461.78 – Grade maximum: $106,186.70 per year)
Definition and Purpose:
Under the general supervision of the Finance Director, independently performs a variety of complex supervisory, professional, analytical, and technical duties related to the Accounting and Finance functions of the Village.
Essential Job Functions:
- Oversee and is responsible for the day-to-day operations of the Finance Department. This includes revenue and tax collections, accounts receivable and payable, purchasing and contracting, payroll, and other financial management services.
- Responsible for Accounting, Financial Reporting, and analysis for the Village using generally accepted processes and procedures including the Generally Accepted Accounting Principles (GAAP).
- Participate in the development and coordination of the Village-wide annual budget.
- Guide the preparation of the Village’s annual audit report, coordinate audit and audit activities. This includes preparing work papers, reconciliations, and required schedules and tables.
- Participate in the preparation of monthly bank reconciliations, trial balance reports, accounts analyses, and monthly reports.
- Prepares and maintains the general ledger and revenue and expense reports.
- Prepare and maintain a variety of records, reports, and correspondence related to Finance activities.
- Participate in the development of official policies, procedures, and practices, to ensure compliance with applicable laws and regulations.
- Participate in the review, development, and modification of internal controls.
- Works with the Village Management in a confidential manner surrounding finance department issues and data support for collective bargaining agreements.
- Other duties as assigned.
Required Experience and Education:
- Bachelor’s degree in accounting, Finance, Business, or related field required.
- Minimum of five years of progressively responsible experience in fiscal management, municipal accounting, or a closely related field of experience including at least three years in a management or policy-making level with supervisory responsibility.
- Any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this position may be substituted for a Bachelor’s degree.
Supervisory Responsibilities:
Provide direct supervision to the Finance staff.
Knowledge, Skills, and Abilities:
Principles and practices of municipal fiscal management, including fund accounting and budgeting; theories, principles, and practices of governmental budgeting and finance; Generally Accepted Accounting Principles and procedures (GAAP), and Government Accounting Standards (GASB); techniques of financial and management analysis; principles and practices of government finance and administration; principle and practices of program and budget development, administration and evaluation; principles and practices of supervision and personnel management using methods and techniques for management, training and motivation; basic principles of mathematics; and methods of evaluation that includes checks-and-balances.
