POSITION SUMMARY:

We are pleased to announce the current job   opportunity for a Diversity Compliance Officer position within the   Procurement Division of the Finance Department. This position will advise and   provide support for the DuPage County’s Business Diversity Initiative, which   is intended to help create and sustain an equitable business environment by   promoting the participation of all qualified and available businesses owned   and controlled by minorities, women, small businesses, and veterans; performs   related work as required.

RESPONSIBILITIES:

  •   Implements   and manages the County’s Business Diversity Initiative (“Initiative”), which   is designed to create and sustain an equitable business environment for   minorities, women, small businesses, and veterans
  •   Makes   presentations to elected officials on diversity issues and the Initiative
  •   Advises   and reports to the senior staff and elected officials on policies and   strategic plan related to diversity
  •   Creates   a work plan for implementation and a scope of work for project tracking of   the Initiative
  •   Develops   new procedures for implementing the Initiative in terms of reporting and   operations
  •   Redesigns   County procurement documents and forms to align with the Initiative and the   requirements of the supplier diversity management software
  •   Develops   quarterly reports for the Initiative to track performance relative to County   goals
  •   Sets   up compliance tracking for County staff and vendors
  •   Assists   with the Implementation of a supplier diversity management software to track   vendors ensure contract compliance, manage certifications, and report on   Initiative performance relative to its goals
  •   Assists   with internal training of Procurement staff on supplier diversity management   software
  •   Assist   with the development of the County’s website pertaining to the Initiative   that provides pertinent information regarding the Initiative
  •   Conducts   research, prepares advisory memoranda, and completes special projects related   to the Initiative
  •   Troubleshoots   operational issues associated with the Initiative
  •   Assures   compliance with federal, state, county and local laws, ordinances,   regulations policies, and contractual agreements as they relate to the   Initiative as adopted by the County Board
  •   Audits   vendor documents to ensure compliance with the initiative
  •   Attends   Pre-Bid/Pre-Award/Pre-Construction meetings to explain compliance requirements   of the Initiative
  •   Manages   a large caseload of contracts and contract invoices from inception to   closeout for compliance, accuracy, and progress
  •   Examines   and audits invoices, utilization reports, contract modifications, change   orders, and other records to verify and confirm that contract participation   goals are met pursuant to the Initiative
  •   Provides   advocacy support to assist potential vendors in overcoming barriers to reach their   goals of becoming a certified vendor
  •   Works   with local community organization and schools to foster linkages, enable   strategic sourcing, and develop incubators that foster and promote diversity
  •   Leads   outreach and marketing targeted to minorities, women, small business, and veteran   owned/controlled businesses through workshops, seminars, and networking sessions   related to the Initiative
  •   Represents   the County at various outreach events and coordinates the participation of key   internal stakeholders
  •   Develops,   fosters, and maintains relationships with local economic development and  community development organizations such as Choose DuPage
  •   Works   in concert with Choose DuPage on building relationships with local   businesses, assisting Agencies, and coordinating on diversity programs
  •   Supports   the Procurement Division in processing solicitations on an as needed basis

REQUIREMENTS   INCLUDE:

Requirements include the following experience or equivalent combination of training and experience: 

•Completion of a Bachelor's degree in Business, Public Administration, or a   closely related field 

•Five years of community engagement, business diversity, business   development, government    procurement experience 

 

CERTIFICATES, LICENSES, REGISTRATIONS 

This position requires a valid Illinois Driver’s License   

 

A pre-employment background check is required
