Finance Analyst | City of Wheaton

The City of Wheaton is seeking a Finance Analyst to join our Finance Department team. This position is primarily responsible for assisting the Director of Finance and Assistant Director of Finance with the development, analysis, and preparation of the annual budget, capital improvement plan, financial forecast, various financial reports, and special projects in furtherance of the City’s Strategic Plan.

Essential Job Functions:

Essential job duties may include but are not limited to:

  • Contribute to the preparation of the City’s annual budget, including budget worksheets, budget reports, and ensuring the document qualifies for the GFOA’s Distinguished Budget Award for excellence in governmental budgeting.
  • Perform revenue/expenditure analysis, create financial models to support management decision making, develop automated reporting and forecasting tools for more efficient use of data.
  • Assist with the development and preparation of the City's Financial Forecast and the Capital Improvement Plan.
  • Research grant opportunities, prepare grant applications, administer grant activities, and monitor grant compliance for the City.
  • Supervise the accounting function. Assist with the design, preparation and maintenance of accounting ledgers and reports; review the recording of financial accounting transactions; and review all accounting ledgers, financial records, and bank statements.
  • Ensure timely completion of monthly, quarterly, and annual financial reports.
  • Responsible for overseeing and reporting for the contracted paramedic services billing agreement as well as the leased parking and parking collections program; review and record financial transactions, including those from third-party software.
  • Formulate and implement goals and performance measures for the Finance Department.
  • Prepare and update policies and procedure manuals as needed.
  • Establish performance standards and discuss individual job performance with direct reports and provide effective performance evaluations.

Qualifications

Bachelor’s degree in accounting, finance, business, or related field and three (3) years experience working in accounting/finance field. Master's degree preferred. Prior experience in financial analysis and working knowledge of municipal government or previous municipal government experience preferred. Certified Government Finance Officer (CGFO) or CPA is a plus.

Salary and Benefits

Salary is based on qualifications and starts at $79,380 per year. The City of Wheaton offers a competitive benefit package that includes comprehensive medical and dental insurance, generous paid time off and participation in the Illinois Municipal Retirement Fund pension program.
