The Village of Winfield, IL (estimated population 10,000, daytime population 20,000) is seeking candidates for the position of Finance Director in this affluent community located 27 miles west of Chicago in DuPage County. 

Under the general direction of the Village Manager, the Director is responsible for all aspects of administration, planning, directing, and supervising the operations of the Finance Department including, but not limited to, accounting, fixed assets, budget preparation, annual audit, popular annual financial report preparation, grant reporting, payroll, utility billing, accounts payable and receivable, collection, disbursement, cash management and investment of all Village funds, debt management, formulates and administers Village financial policies, preparation of annual budget and all financial reporting.

This position supervises all Finance Department staff members, which include two Finance Clerk/Receptionists, a Program Generalist, and a Utility Billing Clerk. In addition, the Finance Director serves as Village Treasurer and ExOfficio Treasurer for the Winfield Police Pension Fund. This position attends Village Board, Administration & Finance Committee, and Police Pension Fund meetings, which requires occasional early morning or late evening hours and occasional Saturdays as needed. Successful applicants for this position must possess: a Bachelor’s Degree in accounting, thorough experience (3-5 years) in finance administration including considerable supervisory experience (3-5 years), an MBA, MPA, or CPA preferred; or any equivalent combination of training and experience that provides the desired knowledge, abilities, and skills, 3-6 years of experience in various municipal financial operations strongly preferred, with a strong familiarity of general ledger, fixed assets, accounts payable, accounts receivable, utility billing, and cash receipts processes. Prior experience with municipal enterprise resource planning software desired.

This is a full-time, exempt position, with a starting salary range is $119,724 - $138,793.
