Job Title: Finance Manager

Department: Administration

Reports to: Interim Superintendent of Finance

Job Class: Full Time, Exempt, IMRF Eligible

Compensation: $52,000 to $65,000 DOQ

 

Position Summary

The Finance Manager, directly reporting to the Interim Superintendent of Finance, oversees all day-to-day financial activities of the District; including, but not limited to the accounting staff, financial budgets, accounts receivable, accounts payable, payroll reports, the annual audit, monitoring all financial assets, and more.  The Finance Manager analyzes the financial day-to-day activities of the District and provides direction of future financial planning and best practices to the Interim Superintendent of Finance, Executive Director and Board, as needed.

  Essential Duties and Responsibilities

  • Responsible for the operation and integrity of all accounting systems and records, including but not limited to, cash receipts, expenditures, investments (within confines of policy), purchasing, inventory, assets, payroll and other procedures necessary for efficient operation of the District.
  • Directly oversees Finance staff, currently consisting of (1) Accountant, through the participation of hiring, promotion, terminations, ensuring work completion, overall performance management, and maintaining engagement levels amongst the team.
  • Demonstrates competency in all Park District software and processes and works towards continuously improving efficiencies and internal controls.
  • Monthly reconciliation with General Ledger, and filing on a timely basis.
  • Leads in the development of financial policies and procedures, implementation, training, and evaluation throughout the District.
  • Provides support to all Park District Staff through assessing their department’s financial needs (i.e. reporting, budgeting, etc.); including but not limited to developing custom reports specific to their operations, responding to general staff questions, preparing budgets.
  • Prepares annual reports including, but not limited to, budget, tax levy, truth in taxation, board reports, etc.
  • Remains current on accounting principles, pronouncements and trends related to Park Districts and government finances. Introduces new concepts to the District as appropriate.
  • Oversees financial software programs and participates in new software implementation procedures. Stays abreast of system updates and communicates and/or trains staff as needed.
  • Participates in and coordinates the District’s budget process, including but not limited to, schedules, review, training, implementation and adoption.
  • Establishes and maintains a logical and integrated plan of financial operations, including, but not limited to: forecasts of revenue, expenditures and cash flow to assist with long-term planning.
  • Authorize, write, review, and seek approval for journal entries as needed.
  • Maintains Fixed Asset system, removing any disposals and adding any new purchases to the system.
  • Maintains fixed assets and depreciation reports.
  • Prepares monthly financial Board reports, for Superintendent review.
  • Oversees and participates in all audit processes through developing the internal audit function; such as, but not limited to, petty cash, cash handling/drawers, cash controls, etc.
  • Oversees all Accounts Payable (AP) function such as vendor invoices, payments, W-9s, approving and reviewing check runs for accuracy, determining necessity of write-offs, administering the Procurement Card program, etc. and acts as AP backup as needed.
  • Processes and approves all bank transfers, reviews bank reconciliations and generates journal entries. Utilizes positive pay as necessary.
  • Attends Board Meetings, only as needed, to update the Board on the financial status of the District.
  • Prepares and executes District bond and interest payments.
  • Participates in the preparation of the annual and five (5) year capital plan and related funding models.
  • Participates in discussion over debt issuance and assist in gathering necessary materials.
  • Overseeing and maintains all accounting records ensuring adherence to all accounting compliance and standards. Constantly seeking improvement as necessary.
  • Cross trains self and team members on all key functions within the Finance Department and act as a back-up as needed.
  • Completes and files all required State and Federal 941 documents.
  • Responds to all IRS inquiries and correspondence, ensures accuracy of all discrepancies reported by IRS and State agencies as appropriate.
  • Completes all other duties, as assigned.

 Required Qualifications

  • Bachelor’s degree in Accounting, Business Administration, Public Administration, Finance, or a related field.
  • Minimum of five years experience in similar role.
  • Minimum 3 years supervisory experience.
  • Thorough and comprehensive knowledge of the philosophy, principles, and best practices ofall aspects of accounting, finances and internalcontrols.
  • Experience in finance, budgeting, cash handling and cost control procedures.
  • Advanced knowledge of Microsoft Office programs; including, but not limited to Word, Excel, etc.

 Preferred Qualifications

  • CPA or MBA, or Master’s Degree in a related area.
  • Experience working for a governmental agency.
  • Experience using Incode Financial and/or RecTrac or similar software.
