Finance Manager | Village of Downers Grove

The Village of Downers Grove, IL is seeking a Finance Manager to provide supervisory support to the Finance Department, by managing departmental staff and supporting the Assistant Director and Director in the daily financial operations of the Village.

Major Duties and Functions:

• Supervises accounting employees responsible for utility billing, accounts receivable, accounts payable, cash receipts and cashier services. Provides guidance, assigns work, evaluates performances, meets with staff to identify and resolve issues, reviews and evaluates work procedures.

• Serves as a liaison for financial software and systems. Works with vendors and staff to troubleshoot and correct issues with financial software and systems.
• Coordinates with other Village departments to create efficiencies, resolve problems and answer questions.
• Directs the preparation of reports that are necessary for the annual audit. Assists auditors in locating records, answering questions, and providing information.
• Analyzes data and prepares various financial reports for the Village.
• Manages and develops various aspects of the Villages budget.
• Responds to inquiries and provides solutions for concerns regarding Village accounting services.
• Other duties, as assigned.

Knowledge, Skills, and Abilities Required:

• Professional knowledge of accounting principles, practices and procedures.
• Knowledge of governmental accounting requirements and procedures.
• Knowledge of supervisory and management principles.
• Skilled in financial analysis.
• Excellent communication skills both oral and written.

Technology Used: In addition to general office equipment and software, position requires advanced use of Microsoft Excel, Google Suites, On Base, and use of other financial software.
Education and Experience: Bachelor's degree in accounting, finance, business, or a related field, with a CPA or MBA preferred. A minimum of five years' experience in accounting required, with experience in government accounting preferred.
Licenses and Certifications: CPA is desirable
Salary: $82,672-$113,673, with starting salary up to $99,206. The Village provides an excellent benefits package, including health insurance, dental and vision insurance, and participation in the Illinois Municipal Retirement Fund (IMRF).
