DESCRIPTION:
The Village of Glen Ellyn Finance Department is seeking qualified candidates for the position of full-time Utility Billing Specialist. The job duties of this position, include, but are not limited to, providing courteous and responsive customer service to Village residents and the general public; organizing and participating in clerical accounting operations; effectively responding to inquiries and concerns pertaining to utility and solid waste bills; and verifying and recording related accounting transactions. Performs other duties and special projects as assigned. Position reports directly to the Operations Manager.
ESSENTIAL FUNCTIONS:
- Provides customer service to residents and general public by phone, in person and via e-mail.
- Creates monthly bills for utility accounts and adjusts bills as necessary for late fees, disconnection fees, adjustments, NSFs, and final bills.
- Maintains customer records that include meter information, readings, consumption history, payment history, deposits, autopay, and refuse.
- Handles customer questions and complaints via phone, in person, in writing concerning water bills, usage and general questions.
- Actively reviews residents accounts for high/low usage and informs them when necessary.
- Inputs resident autopay information and process monthly.
- Reviews and resolves billing discrepancies; offers and prepares payment plans; provides information to the county and residents regarding government assistance for utility bills.
- Works closely with Public Works to ensure accuracy of utility accounts. Contributes to the overall quality of the department's service provision by developing and coordinating work teams and reviewing, recommending, and implementing improved policies and procedures.
- Demonstrates courteous and cooperative behavior when interacting with the public and staff; acts to promote a harmonious and effective workplace environment.
QUALIFICATION REQUIREMENTS:
- High school diploma or equivalent, with a minimum of one to three years of previous experience or specialized training in a clerical or general office environment highly preferred. Previous experience in customer billing, accounting, and or book-keeping is desired.
- Excellent verbal and written communication skills, including the ability to communicate with tact and professionalism under various conditions. Must be detail oriented and be able to work effectively in a fast-paced, high-volume environment. Flexibility to work both independently and as part of a team is also highly desirable.
- Ability to interpret and apply Village policies and procedures, written instructions, and general correspondence, and demonstrate the ability to complete assignments accurately and within established deadlines. The position also requires individuals capable of completing basic mathematical calculations.
- Qualified applicants will also possess excellent typing skills, the ability to effectively operate customary office equipment, including computers and related software, such as Microsoft Office, Windows-based programs; and previous experience with on-line billing software programs is desired.
WORK SCHEDULE
8:00 am to 4:30 pm, Monday through Friday with occasional additional hours required.
SALARY/BENEFITS:
This is a full-time, non-exempt position with full benefits and participation in the Illinois Municipal Retirement Fund (IMRF), a defined benefit retirement plan. The salary range for this position is $25.42 to $35.59 per hour, with an anticipated starting salary of $25.42 to $30.51 per hour depending on qualifications (Pay Grade: D).
