The Position: The Park District is seeking a Superintendent of Finance to handle technical accounting and financial reporting essential for supporting District-wide operations. Reporting to the Director of Finance, the qualified candidate will be responsible to maintain the accuracy of the District’s accounting and financial systems, coordinate the preparation of the District’s budget within existing budgetary limitations, and propose the implementation of new financial policies and procedures. This role supervises personnel in functional areas of accounts payable, accounts receivable, cash receipts, and payroll processing. 
 
Compensation and Benefits:  

In exchange for your time and talent, this full-time, exempt position pays $98,000 per year, depending on qualifications. This position also offers:

Essential Job Duties and Responsibilities
 
·         Supports the Director of Finance in all aspects of department operations
·         Analyzes critical financial information, oversees the General Ledger, supervises the planning/implementation of GASB requirements, and prepares financial statements and reports in an accurate and timely manner 
·         Manages the establishment and maintenance of a complete accounting system on a sound business management basis which meets all legal, state and federal requirements and best practices recommend by the American Institute of Certified Public Accounting Standards and the Governmental Accounting Standards Board
·         Supervises the Financial and Accounting Analyst and Accounts Payable Specialist; hires, directs, manages, evaluates, promotes, disciplines and recommends such actions for assigned personnel with the advice and consent of the Director of Finance and Executive Director or Human Resources following procedures established by the District. 
·         Coordinates and manages the District’s annual audit to ensure compliance with the various accounting standards
·         Authorizes investments of cash according to cash flow needs; maintains bank authorizations and cash flow analysis projections 
·         Upholds standards of quality and adherence to all regulations
·         Participates in monthly financial reviews and assist the Director of Finance with the presentation of these reports
·         Prepares and reviews all journal entries, month-end reports and reconciliations
·         Manages and oversees District accounting functions to ensure proper fiscal management, timely and accurate reporting and analysis for the District
·         System administrator for financial software system 
Ensures that bi-weekly payroll and tax requirements are accurate and comply with federal and state laws and regulations
·         May be required to work evenings and weekends to assist with District events.  
 
Education/Qualifications:
 
·         Bachelor’s degree in Accounting or Finance, a CPA designation and or MBA is  preferred 
·         Three (3) to five (5) years of progressively responsible accounting or finance; three (3) years of supervisory experience
·         Financial or accounting experience in local government preferred 
·         Ability to collaborate with multiple stakeholders, can build trust, possesses integrity; embraces hard work
·         Leadership, interpersonal flexibility, and excellent communication and organizational skills 
·         Proficient in excel 
·         CPR/AED certification is required within three months of employment
·         Valid Illinois driver’s license (may receive within three months of employment when possessing valid out of state license)
