GENERAL STATEMENT OF DUTIES:

This position directs the day-to-day operations of the Finance Department and assists other department members of the Village with ongoing support services .

  •  Chief Financial Officer of Village Finances
  • Responsible for all funds, accounts and investment accounting
  • Prepares audit information for outside auditors and financial reports dealing with the financial affairs of the Village
  • Responsible for long term financial planning of all village funds including debt issuance or refinancing
  • Responsible for all revenue collection, prepares revenue collection projections based on rate of inflation, sales tax, and other factors
  • Conducts and supervises finance department staff in the performance of assigned duties
  • Supervises Village computer systems and any contractor hired to work on information technology including but not limited to computer and telephone system
  • Administers Village insurance functions including employee health, dental, vision, and life coverage, workers compensation, liability, risk, loss control
  • Prepares annual budgets and tax levies
  • Conducts financial reports for grant administration
  • Attends all Police Pension Fund meetings on behalf of the Village
  • Attends Board meetings and provides financial and operational analyses to Village officials
  • Perform other duties as assigned.

 

REQUIREMENTS:

  • Knowledge of finance, investments, risk management and accounting is essential
  • Some knowledge of intergovernmental agencies, state, county and federal forms of government
  • Confidentiality is extremely important in all phases of this position.
  • Forty (40) hour work week Monday through Friday. However, it is expected that the Finance Director will attend meetings of the Finance Committee, Committee of the Whole and Village Board and make reports and provide information for these meetings.

 

EDUCATION AND TRAINING

  • Completion of a Bachelor Degree in Public Finance or an equivalent degree.
  • Three to Five years in public finance with at least 2 years in a supervisory capacity.
  • A working knowledge of personal computers with word processing and spreadsheet knowledge is required.

 

COMPENSATION PACKAGE

The position will be full-time (40 hours per week), base pay starting at a range of $100,000-130,000 based on experience and qualifications. Illinois Municipal Retirement Fund eligible. The position also offers paid sick, personnel, holiday, and vacation time.
