Kendall County, Illinois is seeking an experienced and forward-thinking full-time Finance Director to serve as the County's chief financial strategist and a key member of the executive leadership team.  Reporting to the County Administrator, the Finance Director acts as the principal financial advisor to the County Administrator, 10-member County Board, department heads, and elected officials.

Responsibilities

  • Provide strategic financial leadership, long-range forecasting, and policy analysis;
  • Lead development and administration of the annual operating budget and multi-year Capital Improvement Program;
  • Advise the County Board and executive leadership on fiscal policy, financial trends, and complex financial matters;
  • Oversee financial systems enhancements, ERP initiatives, and process improvements;
  • Ensure sound financial practices, adequate reserves, and continued creditworthiness;
  • Provide oversight, in coordination with the County Treasurer, of County grants, audits, and compliance requirements;
  • Coordinate County debt issuance, bond compliance, and relationships with bond counsel, financial advisors, and rating agencies;
  • Administer the County's Revolving Loan Fund program;
  • Provide financial oversight and grant support for Kendall Area Transit;
  • Supervise and develop Finance Department staff and foster a culture of accountability and continuous improvement; and
  • Serve as Acting County Administor during short-term absences, as directed.

Qualifications

  • Bachelor's degree in accounting or a related field (required);
  • Master's degree in public administration, public finance, business administration, accounting, or related field (preferred);
  • Minimum seven years of progressively responsible professional experience, including four years in a management role;
  • Strong knowledge of public sector budgeting, accounting, and financial analysis;
  • CPA or similar professional certification preferred;
  • Experience working with elected officials and senior leadership;
  • Familiarity with ERP systems (Tyler Munis or similar) preferred; and
  • The Finance Director is expected to perform duties primarily on-site and must be available to attend meetings scheduled outside of standard working hours as needed.
