BACKGROUND
The Village of Fox Lake (population 10,978) is located 55 miles northwest of downtown Chicago and 20 miles west of Waukegan, Illinois. Fox Lake is located in Lake and McHenry counties. The Village is located on the South Shore of Pistakee Lake, Nippersink Lake, and Fox Lake, three connected water bodies that form part of the Chain O’Lakes system. The Village of Fox Lake has a total area of 9.942 square miles of which around 20% is water.

The Village of Fox Lake is seeking interested applicants for the position of Director of Finance/Village Treasurer. The Director of Finance / Village Treasurer is responsible for Village Finances and is the ex officio Treasurer of the Fox Lake Police Pension Board (non-voting position). The Director of Finance is responsible for the coordination and supervision of staff that executes daily and long-term financial operations such as invoicing, utility billing, payroll, bank reconciliations, journal entries, accounts payable, accounts receivable and cash receipting. The Director of Finance/Village Treasurer is responsible for financial reporting, long-term financial planning, investment portfolios, the annual audit and related reporting, and works closely with Administration to prepare the annual budget.

DUTIES AND RESPONSIBILITIES

1. Responsible for the coordination and supervision of Finance Department staff that processes utility billing, payroll, bank reconciliations, journal entries, accounts payable, accounts receivable, cash receipts;
2. Prepares and files the annual tax levy and bond abatement ordinances;
3. Coordinates and works with auditors for annual independent audit and development of the Annual Financial Report;
4. Responsible for the Village's overall grant compliance, including GATA and Single Audit reporting, when applicable. Recognize grant opportunities. Assists other departments with grant applications/reporting;
5. Ensures that Village hosts the TIF districts annual stakeholders' meeting; prepares and files annual State TIF reporting for the Village's five TIF districts;
6. Provides financial analysis of and ensures compliance of Village's redevelopment/incentive agreements for all involved parties;
7. Assists other departments with regulatory applications/reporting
8. Maintains fixed asset register and depreciation schedule;
9. Provides leadership and direction in the development of short and long range financial plans;
10. Gathers, interprets, and prepares data for studies, reports and recommendations;
11. Coordinates department activities with other departments and agencies as needed;
12. Provides professional advice to the organization; makes presentations to supervisor, boards, commissions, civic groups and the general public when requested by the Village Administrator;
13. Performs cost control activities; monitors revenues and expenditures to assure sound fiscal control;
14. Establishes and maintains internal control procedures and ensures that state and national standard accounting procedures are maintained;
15. Collects taxes, fees, and other receipts in accordance with laws and regulations;
16. Maintains financial records and prepares monthly financial reports for the Board;
17. Develops financial studies, cost-benefit analysis, and plans as requested;
18. Forecasts, estimates, and monitors the financial condition of the Village;
19. Serves as the Village’s appointed Treasurer;
20. Trains, mentors, and supervises the Finance staff;
21. Manages budget preparation and execution;
22. Oversees posting and reconciliation of ledgers and accounts;
23. Oversees payroll processing including ensuring compliance with taxes, deductions and related reporting;
24. Manages utility billing and other billing processes;
25. Responsible for the cash management and investment of Village funds in compliance with the Village’s investment policy;
26. Develops finance-related ordinances, resolutions and develops corresponding Board Reports;
27. Administers Village purchasing policies;
28. Provides analysis for union negotiations as requested;
29. Attends Village Board and Police Pension meetings;
30. All other duties as assigned by the Village Administrator.

QUALIFICATIONS

Education and Experience
Graduation from a four-year college or university with a Bachelor’s Degree in accounting, finance, public administration, or a related field, including or supplemented by seven to ten years’ experience in finance, including supervisory or management experience; or any equivalent combination of training and experience which provides the following knowledge, ability and skills. CPA, CPFO and/or Master’s Degree is preferred.

Candidates must be able to successfully pass a pre-employment physical examination and drug/alcohol screen following a conditional offer of employment.

Knowledge, Skills and Abilities
A candidate for this position should have thorough knowledge of the following:
1. Unquestionable personal and professional integrity;
2. Considerable knowledge of modern governmental accounting theory, principles, and practices;
3. Knowledge of internal control procedures and management information systems;
4. Knowledge of office automation and computerized financial applications;
5. Knowledge of public finance and fiscal planning;
6. Knowledge of payroll and accounts payable functions;
7. Working knowledge of budgetary, accounting and reporting systems, preparing Annual Financial Reports & compliance with GAAP and GASB principles;
8. Skill in operating Microsoft Office, basic ERP system, general office equipment, telephone and more;
9. Ability to prepare and analyze complex financial reports;
10. Ability to maintain efficient and effective financial systems and procedures;
11. Ability to effectively supervise staff;
12. Ability to establish and maintain effective working relationships with co-workers, other employees, and Village officials;
13. Ability to share information, cross-train, and ensure financial transparency both internally, and externally;
14. Ability to effectively communicate orally and in writing.

Starting Salary Range$115,000 - $160,000.00.  Salary will be commensurate with qualifications and experience, with a target midpoint of $147,000.
