GENERAL DESCRIPTION
Provides administrative support to Finance Director on a variety of tasks including utility billing, vendor management, accounting and financial reporting, payroll, department budget development and oversight,and Human Resources. Responsible for professional work requiring knowledge and application of generally accepted accounting principles and practices (“GAAP”). Possesses basic understanding of payroll principles and practices. Work may be diverse in nature, highly technical, and/or confidential.
SUPERVISION RECEIVED
Reports to the Finance Director
ESSENTIAL DUTIES
- Serves as a primary customer contact for utility billing. Assists with the implementation of a new Storm Water Utility Fee.
- Posts and monitors taxes, fees, and other cash receipts.
- Assists with bi-weekly payroll. Includes ICMA and Union dues. Works with payroll vendors.
- Responds tactfully and courteously towards the general public on finance-related inquiries and escalated complaints.
- Assists in budget preparation and financial projections.
- Works with Village Administrator’s Office to process new hires, deactivate terminated staff, and process wage increases and benefit changes in the payroll system.
- Prepares accurate financial journal entries, posts to general ledger,and monthly financial reports.
- Assists with the annual audit of Village financial operations. Prepares audit workpapers and financial statements.
- Assists Finance Director with administering internal controls. Prepares and updates documentation of Department procedures.
- Acts as a liaison to financial software vendors. Provides departments with training and support related to financial software.
- Oversees the issuance of annual 1099-MISC forms.
- Reviews bank reconciliations and annual Treasurer’s Reports prepared by outsourced accountants.
- Prepares accounts receivable invoices and processes accounts payable invoices for payment approval (as needed).
- Serves as back-up for Finance Clerk/Receptionist position (as needed).
- Other duties asassigned.
EDUCATION/EXPERIENCE
Requires Associate’s Degree with coursework in accounting, finance,or business administration and at least 3 years’ experience or equivalent combination of education and experience. Bachelor’s degree preferred. Experience with Human Resources and/or BS&A software a plus.
SCHEDULING & PAY
This is a full-time, salaried position with excellent benefits. Hours are generally Monday through Friday 8:00am- 4:30pm. Target hiring range is $52,000 to $76,440 depending on qualifications.
