Overview:

The Village of Antioch is a non-home rule community on the Illinois-Wisconsin border located halfway between Milwaukee and Chicago with a population near 15,000.  The Village of Antioch has a vibrant Downtown, and provides many municipal services such as police, parks and recreation, public works, building, and community and economic development.  The Village of Antioch has a total annual operating budget of $30 million with $15 million in the general fund, as well as an “AA-” bond rating, two active TIF districts and an East and Central Business District.

 

The Village of Antioch is seeking experienced, qualified, and team-oriented applicants for the position of Finance Director.  This is a professional level position supervising all day-to-day functions of the Finance Department.  The incumbent performs a variety of complex duties.  General duties include organizing and directing the activities of the Finance Department, supervising the day-to-day operations of general accounting, payroll, accounts receivable, accounts payable, utility billing, treasury management and other financial areas. Plans and directs the annual budget process and  5-year capital improvement plan with the Village Administrator and Department Directors,  prepares annual reports and ordinances required by statute, and oversees the water and sewer billing and collection.  Also responsible for debt administration, preparation of all Federal, State and County fiscal reports, and investment of all Village funds.  Coordinates the preparation annual external audit. Serves as Treasurer for the Village of Antioch and the Antioch Police Pension Fund.  The position reports directly to the Village Administrator.  Excellent oral and written communication skills and analytical skills are essential.  Position description available upon request.

 

Qualifications:

Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Finance, Business Administration or a related field.  A Master's degree in Accounting, Finance, Business Administration or a related field is preferred.  Active Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) is desired.   A minimum of seven (7) years of high-level professional financial management experience in local government finance, five (5) years of which must have been in a supervisory capacity.

 

Salary & Benefits:

The salary range begins at $102,045, + DOQ.  An excellent benefits package is available.
