The Village of Lake in the Hills (IL), is currently accepting applications for the role of Assistant Finance Director. The current Assistant Finance Director is leaving to become the Finance Director in a similarly sized community.

VILLAGE GOVERNMENT

The Village of Lake in the Hills, a home rule community of just less than 30,000 residents with a diverse mix of business, recreation and retail resources occupying 10.3 square miles of northeastern Illinois, McHenry County, seeks an experienced professional to serve as our next Assistant Finance Director. The Village is governed by a President and six Trustees and employs a professional Village Administrator to oversee the day-to-day operations of the Village.

FINANCE DEPARTMENT

The Finance Department is responsible for the administration of the fiscal operations of the Village. These responsibilities include the recording and reporting of all financial transactions, billing/payments, management and investment of Village funds, partnering in the preparation of the annual operating budget, preparing the comprehensive annual financial report, and financial forecasting.

The Finance Department’s accolades include receiving the Government Finance Officers Association’s (GFOA) Distinguished Budget Presentation award for the 20th consecutive year. Lake in the Hills has received this award more than any other government entity in McHenry County. They have also received their third Popular Annual Financial Report (PAFR) award and 19th consecutive GFOA Certificate of Achievement Award. The Village maintains a strong credit rating of Aa2 with Moody’s that was recently confirmed through the issuance of General Obligation Bonds, Series 2019.

POSITION SUMMARY

This position reports to the Assistant Village Administrator/Finance Director and is responsible to assist in the administrative oversight, visioning, leadership, planning, coordinating and management of the Finance Department.  This position also manages and directs the day-to-day operations of the Finance Department, including managing the annual audit process, financial forecasting, budget development and monitoring, central financial accounting and reporting, and administration of the Village's financial system (New World Systems).

RESPONSIBILITIES

Listed below are some examples of the responsibilities for this position.

Directs the work of and manages the staff of the Finance Department. Interviews and selects new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations.  Recommends employee transfers, promotions, disciplinary action, and discharge.

Maintains and directs the Village's accounting functions (including general ledger, accounts receivable, accounts payable, payroll and fixed assets; cash management and internal control requirements; and reporting systems pursuant to Government Accounting Standards Board (GASB) rules and Generally Accepted Accounting Principles (GAAP) to provide for timely and accurate financial recording and reporting both internally and with outside agencies of the Village's fiscal and payroll transactions, including procedural controls. Assists in preparing budget documents.

Collaborates with the Assistant Village Administrator/Finance Director, department directors and related staff to review, analyze, and clarify budget document submissions and related budget entries on the financial system.

Prepare required budget documents and attend budget hearings. Assists outside auditors and consultants and provide pre-audited financial reports.

Provides leadership and management to all assigned staff. 

Directs staff on difficult projects and interpreting the application of accounting practices, policy and procedure.

Analyzes and evaluates existing objectives, goals, standards, priorities, policy and procedures.

Researches, recommends, develops and implements policy and procedures for program effectiveness.

Develops work plans and strategies to meet business needs-both short term and long term; develops and directs the implementation of goals, objectives, policies, procedures and work standards to ensure success.  Ensures proper implementation and Village conforms to related regulatory requirements.

Develops, recommends and implements accounting policies and procedures, reporting and accounting methods for all departments.

Recommends and assists in development of long-range fiscal programs and financial management including maintaining capital improvements plan and sales tax.

Oversees the maintenance of the Village's financial systems.

Prepares financial reports regarding department budgets, operating funds, special grants, fixed assets and related data.

IDEAL CANDIDATE

The Assistant Finance Director will be a supporting member of the Village management team and should have expertise in finance, preferably within a government agency. Candidates with experience managing a team coupled with strong project management capabilities will be best suited for this role. Leadership qualities should include open communication, collaboration, and an independent drive that inspires new perspectives.

 A Bachelor's Degree in Accounting, Finance or related field and five (5) years progressively responsible related experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Previous supervisory and municipal government experience preferred.

COMPENSATION AND BENEFITS

The full salary range for the position is $97,661 - $131,843 +/- DOQ.  The Village offers a full range of benefits, including health, dental, vision, and life insurance; flexible spending accounts; IMRF and 457 plans; and paid vacation, sick and holiday time.
