Rock Island, IL (pop. 37,108). Rock Island is seeking a highly responsible professional to direct all financial operations and services of the City. Situated along the Mississippi River, Rock Island is a vibrant city known for its rich history, diverse culture, and scenic landscapes. The City of Rock Island is a full-service community located in the Quad Cities, a region with a population approaching 400,000 that encompasses Rock Island, Moline, and East Moline, Illinois, and Davenport and Bettendorf, Iowa. The City is organized under a council-manager form of government with over 350 employees and an annual budget of approximately $160 million. City staff provide a variety of services through nine departments that include Police, Fire, Community and Economic Development, Finance, Parks and Recreation, Human Resources, Library, Public Works and the Martin Luther King, Jr. Community Center.

Under the leadership of the City Manager, The Finance Director oversees the preparation and management of the City’s annual budget by working with the City’s Department Heads. The Director also develops long-term financial plans for the City’s operations, including revenue growth, taxation, borrowing, and capital improvement programs. The departmental budget is approximately $8.6M. The Finance Director also acts as the City Treasurer and may also serve as a member of the Police and Fire Pension Boards and the Martin Luther King Jr. Center Advisory Board.

Candidates should be strategic leaders who understand how to balance financial sustainability while providing quality services to residents, visitors, and business owners in the community. In addition, candidates must have excellent communication and interpersonal skills, able to communicate complex financial information to a wide variety of audiences. The ideal candidate will be knowledgeable in all aspects of financial management, forecasting and analysis.

Candidates should also have:

  • A bachelor’s degree with major coursework in accounting, finance, business, or related field.
  • 6 years of senior-level supervisory experience in financial management, preferably in government or the public sector.
  • A CPA, Certified Public Finance Officer, Certified Government Financial Manager, or other relevant professional certificates are a plus.
  • Any equivalent combination of training and experience that provides the desired skills and knowledge.

The starting salary range is $82,861 - $128,546 with excellent benefits.
