GENERAL PURPOSE

 

Under general supervision, this position provides support in the administration of the City's financial operations. Key responsibilities include assisting the Accountant and Senior Accountant with day-to-day financial activities. The role will also backup the City Collector in processing and allocating electronic payments, as well as managing the billing and collection of revenues owed to the City. In addition, the position will backup the Payroll Specialist to ensure accurate wage payments and compliance with tax withholdings, benefit deductions, and collective bargaining agreements.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Perform day-to-day financial transactions, including verifying, classifying, computing, posting, and recording accounts receivables’ data.
  • Prepare bills, invoices, and bank deposit.
  • Reconcile the accounts receivable ledger to ensure that all payments are accounted for and properly posted.
  • Resolve customer billing issues.
  • Facilitate payment of invoices due by sending bill reminders and contacting customers.
  • Ability to perform the processing of payroll, including pay rate changes, verification of time work, and compliance with collective bargaining agreements.
  • Prepares pension, deduction, withholdings, and income tax reports.
  • Assist in the preparation of year-end schedules for audit, updates system files for payroll annually, verifies and distributes W-2 information.
  • Responds to questions related to payroll and compensation.

 

 

  • Assist in preparing pay changes and employee reimbursements.
  • Assists with general ledger accounting and journal entry preparation.
  • Assists in year-end financial reporting and audit support.
  • Prepares periodic reports and performs a variety of related accounting and administrative duties.
  • Performs other duties as assigned.

 

 

MINIUMUM QUALIFICATIONS

 

Education and Experience:

 

  • Bachelor’s degree from a four-year college or university or greater than 3 years’ experience performing similar functions.
  • Minimum of 1-3 years performing similar functions, preferably with a public entity.
  • Any equivalent combination of education and experience which provides the required knowledge, skills and abilities.

 

Necessary Knowledge, Skills and Abilities:

 

  • Good knowledge of generally accepted accounting principles and practices and their application to a variety of accounting transactions and problems with particular reference to municipal accounting.
  • Knowledge of payroll specific information, including union contracts, deferred compensation plans, employee benefits, required federal and state deductions and garnishments, and reporting requirements.
  • Knowledge of municipal government structure, procedures, and services as well as the municipal codes, state and local ordinances, state and federal laws
  • Knowledge of computers and electronic data processing, including Microsoft Office software, such as Word, Excel, and Outlook
  • Ability to perform mathematical calculations quickly and accurately.
  • Ability to understand and follow complex oral and written instructions.
  • Skills in communication and interpersonal relations to interact with Elected Officials, Managers, and employees professionally and respectfully, to exchange or convey information, both orally and in writing
  • Ability to work independently, maintain confidential information, and make routine decisions in accordance with laws, ordinances, regulations and established policies.
  • Tyler Munis experience preferred but not required.

 

 

SPECIAL REQUIREMENTS

Must possess a valid State of Illinois motor vehicle operator’s license.

 

TOOL AND EQUIPMENT USED

 

Telephone, personal computer with appropriate software, copy machine, 10-key calculator, fax machine and any other equipment that may come into common use or be necessary to perform needed tasks.
