Event Description

In June 2017, the Governmental Accounting Standards Board approved its Standard No. 87, Leases.  This session will review the major accounting and financial reporting issues associated with implementing the new standard.

The standard increases the usefulness of governments’ financial statements by requiring recognition of certain lease assets and liabilities for leases that previously were classified as operating leases and recognized as inflows or outflows of resources based upon the payment provisions of the contract.  It establishes a single model for lease accounting based upon the foundational principle that leases are financings of the right to use an underlying asset.

Standard No. 87 is effective for reporting periods beginning after December 15, 2019.  However, governments are encouraged to plan and prepare well in advance of the effective date so as to ensure an orderly and effective implementation.
