The Village of Manhattan, population 9,385, that still maintains it's small town feel, is accepting applications for the position of Assistant Finance Director. The role of Assistant Finance Director is vital in any municipality, as they assist the Finance Director in managing financial operations and ensuring the Village of Manhattan’s economic health.

As an integral part of the finance team, this position will prepare and process payroll, financial reports, and related records. Work is performed under the general direction of the Finance Director but requires a great deal of independent judgment and interaction with other Village officials and department heads. This position derives its authority to act from the direct instructions of the Finance Director.


  1. Assist the Finance Director in developing and implementing financial strategies, policies, and procedures to support the organization's financial objectives.
  2. Oversee and manage the day-to-day financial operations, including accounts payable, accounts receivable, payroll, and general ledger.
  3. Ensure the accuracy and integrity of financial information by conducting regular audits and reconciliations.
  4. Provide financial analysis and insights to senior management, including budgeting, forecasting, and financial performance reports.
  5. Collaborate with other departments to develop and monitor departmental budgets, and to ensure compliance with financial policies and regulations.
  6. Manage and mitigate financial risks by implementing effective controls and risk management strategies.
  7. Stay up to date with industry trends and changes in financial regulations and advise senior management on potential impacts and opportunities.
  8. Provide leadership and guidance to finance team members, fostering a positive and collaborative work environment.
  9. Prepare and present financial reports and presentations to the Finance Director, Village officials and department heads.
  10. Attending meetings with external stakeholders, such as auditors, bankers, and investors, to address financial matters and provide necessary information and documentation.


  1. Strong financial acumen and understanding of financial principles, regulations, and best practices.
  2. Excellent analytical and problem-solving skills, with the ability to identify and resolve complex financial issues.
  3. Proficiency in financial reporting and analysis tools, as well as spreadsheets and financial management software.
  4. Exceptional attention to detail and a high degree of accuracy in financial data analysis and reporting.
  5. Excellent communication and interpersonal skills, with the ability to effectively collaborate with internal and external stakeholders.
  6. Proactive and results-oriented mindset, with the ability to work independently and meet deadlines.
  7. Knowledge of financial risk management strategies and the ability to implement effective controls.
  8. Strong ethical standards and the ability to maintain confidentiality in handling financial information.


 Bachelor’s degree in finance, accounting, or a related field.


  1. At least 5 years of experience in finance or accounting roles, with increasing levels of responsibility and leadership. Governmental accounting experience is preferred.
  2. Experience in budgeting, forecasting, and financial planning processes.
  3. Proven track record of successful financial management and strategic decision-making.
  4. Strong knowledge of financial regulations and compliance requirements.
  5. Professional certification such as Certified Public Accountant (CPA) or Chartered Financial Analyst (CFA) is highly desirable.
  6. Proficiency in financial software and systems, such as ERP systems and accounting software. Experience with BS&A is preferred.
  7. Demonstrated ability to work effectively with cross-functional teams and senior management.
  8. Excellent written and verbal communication skills.
